The Osaka Casino Rules
Japan’s first casino resort is a tightly controlled physical integrated resort set to open on Yumeshima, an artificial island in Osaka Bay. Construction began in April 2025. The resort is due to open in autumn 2030. As an integrated resort, the casino is just one part of a project that will include hotels, a theatre, exhibition halls and a conference centre. The casino will be a small fraction of the resort, with the gaming floor limited to three percent of the total building size.

Who owns the Osaka integrated resort? Two groups each hold a 40 percent equity stake in the project. One is an American casino operator well known for its Las Vegas holdings. The other is a major Japanese financial group specializing in real estate and gaming investments. They will be joined by a series of other partners.
While much of the financing and management is in foreign hands, the new casino will still operate under a vigilant Japanese regulatory regime. That becomes clear the moment a resident applies to be admitted to the casino.
To get in, a Japanese resident has to submit to an identity check at the entrance. They pay a fee of 6,000 yen - . That 24-hour entry pass is worth only that: 24 hours, no more.
And it’s limited. Residents are capped at three visits per week, and ten in any 28-day period. Those relatively small numbers limit the casino’s social impact to the residents near the Osaka Bay site.
But the residents’ spending will cross their pockets in a different way. The casino operator remit 15 percent of its monthly gross gaming revenue to the national treasury, with another 15 percent paid to the prefectural and municipal governments that oversee the island.
A dedicated national commission supervises casino regulation. The Japan Casino Regulatory Commission answers to the cabinet and lawfully holds wide powers to control the casino industry. It will scrutinize the Osaka resort from the start.
The regulator works strictly within the bounds of the Casino Implementation Act, however. That legislation enacts Japan’s land-based casino framework. Online gambling is a separate question under a different law and a different regime.
The resort is scheduled to open in autumn 2030. The IR casino rules are a first for Japan, but they are becoming a well-known approach in the Asian gaming landscape.
They are designed to make the casino a tightly bounded, heavily taxed part of a broader resort, not the resort’s defining free-for-all.
