Tax On Gambling Winnings

GuidesPublished September 18, 2026Checked

Under Japanese tax law, individual gambling winnings are generally not treated as salary or business income, but as temporary income with a tax-optimising calculation. National Tax Agency guidance says a private person’s gambling winnings may qualify for the special “temporary income” rules, distinct from the exemptions on lotteries run by government.

Under the definition in Article 34 and a supporting guidance last updated in September 2026, a private individual in Japan is treated as having temporary income if they receive a prize or award that is not in connection with a business, and one category of that temporary income can be gaming profits. The calculation sharply reduces the taxable amount.

Japan's Temporary Income Definition Can Halve Gambling Winnings’ Tax Liability

Under the tax code, temporary income covers gains that are one-off and do not come from a continuous profit-seeking activity, and it is not in lieu of salary or a service fee. For a private person, this category can cover prizes, bonuses and gambling earnings.

The Agency’s September 2026 guide explains that to tax it, you work through four steps:

  1. Take the full income
  2. Subtract costs borne by the recipient that were necessary to earn the income – the cost of the winning ticket or winning stake, for example.
  3. Subtract 500,000 yen of income.
  4. Divide the rest in half.

So, for a private individual whose one-off gambling win excluding costs was 1,200,000 yen and 200,000 yen of this is a refunded bet, the calculation would go:

Private-Person Gambling Winnings Over 200,000 Yen Must Be Declared

When it comes to gambling winnings for salaried staff, the 200,000 yen rule applies. It is not a tax-free allowance: it only relieves the duty to file a return for income of that size. Any salaried employee whose income other than salary is 200,000 yen or less for the year does not have to file a return for that income. A taxpayer earning more than 200,000 yen in, say, a special lottery would have to file on that alone, unless some other limit applied. Other income sources may count when assessing this filing threshold.

Government-Run Lotteries Are Exempted By Statute

But special rules apply to state-lottery winnings such as national and football lotteries. Legally, those gains from government-run competitions are not treated as temporary income, and thus they are not liable to the special temporary-income calculation.

Inquiries May Examine All Bank Deposits, Too

Bank transfers and transfer records alone are only an ordinary paper trail; the taxpayer or apparent punter cannot consider that putting a gambling win through the bank would shield them from examination. The Tax Agency material on income investigation states that records of bank deposits can be looked at when investigators are examining income.

For full transparency, a taxpayer’s gambling and lottery income for a private individual operating as such will be taxed in such a way that halves it, but investors and traders are in a different category, and company gaming stakes are even more complex. This article is only a guide: a responsible taxpayer should review with their licensed accountant.

The Japanese position. Betting through an online casino from inside Japan is an offence under articles 185 and 186 of the Penal Code, and since 25 September 2025 advertising or soliciting for overseas casino sites is separately banned. Public betting — the four racing sports, the football lottery and the national lottery — is legal from the age of 20 through official channels. Free help in Japan is listed here.
